Joined by 160 participants from PEMNA member countries and international organizations, the 2021 PEMNA Plenary Conference was held online under the topic of Sustainable and Resilient Capital Expenditures for a Post-COVID recovery.
In the joint sessions, the Overview session was first introduced to provide background knowledge on the topics of this year’s plenary conference to the participants. The topics of the joint sessions were 1) The role of the MOF’s Medium-Term Expenditure Framework to enable sustainable capital expenditure programming and prioritization in a context of post-COVID fiscal stress and adapted development plans (national or sectoral), 2) Improving value for money and affordability of capital investments and PPPs: Good practices and experiences for MOF, 3) MOF’s role in strengthening the climate sustainability and resilience of capital expenditures through climate tagging and the mainstreaming climate risks assessment and adaptation in large public investments projects.
On Day 2, the B-CoP and T-CoP held two separate sessions, diving deeper into several topics. The B-CoP topic was on 1) Financing capital investments and 2) Climate tagging of public expenditures: opportunities, and challenges, while the T-CoP discussed 1) Cash forecasting and management under uncertainty, 2) Foundations of effective multiannual commitment controls of large public investments to ensure proper financing in a context of COVID fiscal stress (legal basis, processes, and information systems for commitment management), and 3) Climate-related disaster risk assessment of assets and risk financing to mitigate the impact on public finances and government balance sheets.
